What makes it worth?
If you are planning to buy an iPhone with a decent hardware at an affordable price, iPhone SE is the only option available in the market. Also, if smaller form factor is at the top of your preference list, iPhone SE should be your pick. It sports the same processor and camera hardware that of Apple iPhone 6S, and it can be upgraded to the latest iOS version, i.e., iOS 10.2-you need not worry about the performance of the phone. In a nutshell, iPhone SE is a safe bet for people aspiring to buy an iPhone and people who love compact form factor.

What makes it a questionable choice?
In the first place, iPhone SE is targeted towards the audience who love compact phones. Therefore, be cautious if you are coming from a large screen phone, as it takes time to get accustomed to the small screen. Also, if the brand is not your concern, many Android phones offer superior hardware specifications at the same price. Phones like Xiaomi Mi5, Moto G5 Plus, Zenfone 3, etc., are some of other phones you should consider before narrowing to iPhone SE. Moreover, the battery life on iPhone SE is sub par, so it should be taken out of the equation if you need above average battery life.
